Q: Building Permit Fees

A variance is required when building outside the allowed setbacks. The fee for a zoning variance is $80.00.

Q: Building Permits
A: Building permits are required for construction within the Calmar city limits. This includes, but is not limited to: new construction, additions, remodeling that changes the size of existing, garages, decks, fences and utility buildings of any kind (with or without a foundation). Permits are also required for sidewalk alterations or construction.
Building permits are obtained from the clerks office. A form is required to be completed stating what is going to be done and a site drawing showing the distances to the property lines. Q: Burning
A: Open burning is restricted. There is no burning of combustible materials, disaster rubbish, trees or tree trimmings. Landscape waste burning is limited to areas located at least one-fourth mile from any building inhabited by other than the landowner or tenant conducting the burning. No burning of rubber tires.

Q: Recycling
A: There is a recycling bin provided for collection of cardboard, glass, newspapers, cans etc. north of the City shop on E. Lewis Street in Calmar. The city provides an area for residents to dispose of their leaves, grass clippings, tree branches, etc. east of the City shop on E. Lewis Street.

Q: Sewer Charges
A: The State of Iowa requires the City to collect sales tax on commercial sewer charges. This tax is 7 percent of the sewer charge. This 7 percent is the normal 5 percent tax, a 1 percent local option and a 1 percent school tax.
99:02 RENTAL RATE: Each dwelling unit, apartment unit, mobile home, house, business, and industry shall be considered as one sewer account and shall pay a base rate of $25.00 per month for sanitary sewer service.
The Northeast Iowa Community College (NICC) shall pay a base rate of $500.00 (20 units) per month for sanitary sewer service.
The South Winneshiek Community School shall pay a base rate of $ 175.00 (7 units) per month for sanitary sewer service.
1. Every customer or account shall also pay a sanitary sewer usage fee of $6.50 per month for each one thousand (1,000) gallons of wastewater treated by the City.
In no case shall the minimum service charge be less than $25.00 per month, which is necessary to retire the indebtedness, operating and maintenance, and reserve necessary for maintaining the sanitary sewer facility.

Q: Utility Billing
A: The clerk's office mails out all water/sewer bills usually between the 15th. & 20th of the month. The bills are due by the 5th of the next month. Any account with payments not made by the 6th of the month will have a 15 percent lag fee added to their next bill. Should service be disconnected due to non pay of utility service billing a $25.00 reconnection fee will be charged to have service resumed. There is a drop box provided under the depot canopy at the clerk's office at 201 N. Maryville Street in Calmar for utility payments and correspondence.
